Project Overview
The Maputo Urban Transformation Project (PTUM), financed by the World Bank/IDA, aims to enhance urban infrastructure and institutional capacity within the City of Maputo. Among other activities, the project prioritizes improving solid waste infrastructure through the development of two major facilities: the KaTembe Sanitary Landfill and the Hulene Transfer Station, along with environmentally responsible decommissioning of the existing Hulene landfill. Extensive preparatory studies—including feasibility assessments, ESIA, conceptual engineering designs, and accompanying E&S safeguard instruments—have already been completed to guide implementation.
The project includes a dedicated design-build period (approximately two years), for which a Project Manager consultancy will supervise the contractor’s work as the Employer’s Representative under World Bank‑funded arrangements. CDM Smith is currently pursuing this Project Manager assignment, positioning the firm to oversee contractor design, construction, commissioning, and compliance monitoring for these major solid waste management facilities.
The selected Team Leader will support CDM Smith in providing comprehensive supervision and contract administration of the Contractor’s design-build services for these facilities.
Position Summary:
The Team Leader will serve as the senior technical and managerial authority for the supervision consultancy. This role includes acting as the Employer’s Representative for most contract administration functions and overseeing all engineering, environmental, social, and safety supervision activities throughout design, construction, and commissioning.
The Team Leader will guide a multidisciplinary team, ensure quality and compliance with Employer’s Requirements, manage contractor performance, lead reporting, and provide training and technical transfer to the client’s engineering staff.
The Team Leader inputs are currently anticipated for 12 working months over the 24-month duration of the project.
Key Responsibilities
- Lead and coordinate all activities of the supervision team during design review, construction, commissioning, and the defects liability period.
- Administer contract provisions, including progress monitoring, site meetings, design review, and document control.
- Review and approve the Contractor’s design documents, construction methodologies, and schedules.
- Ensure rigorous implementation of environmental, social, health, and safety requirements, including ESMP and C-ESMP compliance.
- Oversee material testing, field surveys, geotechnical investigations, and quality assurance systems.
- Certify payment certificates, assess claims, and maintain accurate technical and financial records.
- Develop monthly progress reports, special reports, and completion documents.
- Mentor and provide on‑the‑job training for client engineers to strengthen long-term capacity.
Minimum Qualifications
- Post-graduate degree in civil engineering or construction management
- Membership in recognized professional institute
- At least 20 years of professional experience in civil engineering or related fields.
- At least 10 years’ experience as a team leader/project manager for management and implementation of similar projects.
- Experience supervising projects within World Bank, other IFI, or FIDIC contract frameworks.
- Strong background in supervising complex infrastructure involving geotechnical, environmental, and heavy civil works.
- Ability to manage multidisciplinary teams and coordinate planning, design, and construction supervision and management of large-scale design‑build contracts of similar nature.
- Fluency in written and spoken English
Preferred Qualifications
- Demonstrated experience serving as Project Manager/Engineer for sanitary landfill or municipal solid waste facility projects, preferably in low‑income or developing‑country contexts.
- Proven success managing projects on a comparable scale: >20 years life-cycle landfills, geomembrane systems, leachate treatment, and large earthworks.
- Portuguese language skills to support effective communication with CMM and project stakeholders.
- Prior experience delivering capacity‑building and institutional strengthening for municipal clients.
- Expertise in environmental and social safeguards, including ESIA/ESMP oversight and compliance with World Bank Environmental and Social Framework (ESF).
- Experience with dispute avoidance/management and advanced contract administration (claims, variations, schedule recovery, etc.).
