Position Summary
The Senior Technical Advisor, WASH provides technical leadership and oversight for project implementation and serves as the primary technical focal point for WASH programming. The position is responsible for ensuring the quality, timeliness, and effective implementation of project activities and deliverables across all project objectives. The position serves as the primary liaison with the Ministry of Health and coordinates with donors, implementing partners, and other stakeholders. The Senior Technical Advisor reports to the Director, GHS Management.
Key Responsibilities
• Provide technical leadership and oversight for project implementation.
• Oversee implementation of project activities and support achievement of project objectives.
• Ensure activities are implemented according to approved workplans, budgets, timelines, and quality standards.
• Serve as the primary technical focal point for WASH programming, including WASH in health facilities.
• Provide technical guidance to central and provincial level staff, and consultants.
• Ensure quality assurance of technical deliverables, reports, tools, training materials, and guidance documents.
• Identify implementation bottlenecks and develop practical solutions.
• Serve as the primary liaison with the Ministry of Health.
• Coordinate with UNICEF, WHO, government counterparts, donors, and implementing partners.
• Represent the project in WASH, IPC, cholera, and related technical working groups.
• Support sustainability and scale-up approaches for provincial implementation.
• Supervise the Senior Program Officer and other staff and consultants as recruited.
• Contribute to work planning, reporting, monitoring, and learning activities.
• Perform other duties as assigned by the supervisor.
Qualifications
Education:
•Master’s degree in Public Health, Medicine, Health Systems, or related field required. A Bachelor’s degree in a relevant field plus an additional three years of relevant experience may be substituted.
Experience:
• Minimum 12 years of progressively responsible experience in WASH, public health, environmental health, health systems strengthening, or related fields.
• Experience implementing donor-funded health or development programs.
• Experience working with Ministries of Health and other government institutions.
• Experience coordinating with development partners and technical working groups.
• Experience supervising staff, consultants, or project teams.
• Experience with WASH in health facilities and IPC preferred.
• Experience in Mozambique or similar settings preferred.
Competencies:
• Technical leadership in WASH programming, particularly WASH in health facilities and infection prevention and control.
• Ability to guide implementation across multiple technical areas, including health facility WASH, community WASH, environmental surveillance, and systems strengthening.
• Strong partnership and influencing skills, with demonstrated ability to work effectively with government counterparts and development partners.
• Strong project management and coordination skills, including oversight of workplans, deliverables, timelines, and technical quality.
• Ability to identify implementation challenges and develop practical, evidence-based solutions.
• Experience supervising and mentoring staff, consultants, and technical teams.
• Excellent communication and facilitation skills, including representation of the project in technical working groups and stakeholder forums.
• Fluency in Portuguese and English.
• Commitment to quality, accountability, and achievement of results.
Travel Requirements:
Regular travel within Mozambique, including provincial and district implementation sites. Expected travel approximately 25–40% of time.
Physical Demands:
Typical office environment. Ability to sit and stand for extended periods, work at a computer for prolonged periods, and travel to field locations with varying infrastructure conditions.
The expected hiring salary range for this role is USD 51,825 – 65,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
