Introduction

The insecurity situation caused by Non State armed groups in the province of Cabo Delgado provoked the internal displacement of population in some districts creating a complex humanitarian health situation, currently graded as a public health protracted emergency Grade 2, with multiple concomitant factors feeding to the complex emergencies like climate related events, disease outbreaks (measles, AWD, cholera), affecting the provision of essential health services. The WCO implements the response to this graded public health emergency, including repurposing its staff and recruiting additional staff to fulfill critical functions according to the IMS. WHO continues to deploy emergency response personnel to respond to these emergencies, lead the coordination of the health cluster and provide essential health services at the IDP camps.

Purpose

The purpose of the post is to provide technical support and cooperation to the WHO Pemba Sub-Office, WHO Health Emergency (WHE), in procurement, stock management, preposition and distribution in the northern provinces, for medicines, vaccines, supplies and commodities, including diagnostics and laboratory consumables.

Objective

• To provide technical support to enhance the planning and response to humanitarian events in Mozambique, in terms of medicines, vaccines and other health products.

Descriptions of duties

Under the supervision of the WHO Incident Manager (IM-OIC), Head of the sub office and the direct supervision the EDM national professional officer in Mozambique, the consultant will be responsible for the management of WHO local warehouse, according to established procedures. He (she) will be closely working with the Emergency Logistics Consultant, Supply Chain Coordinator, Operations Officer,WHE cluster and Health cluster coordinator.

He/She will:

  • Establishment of the local warehouse and stock management of medical products, ensuring that stockpiles are in place for the provincial identified Public Health emergency risks and are maintained appropriately
  • Elaborate weekly and monthly reports on consumption, including stock analysis
  • Assess the existing and available provincial logistics capacities, together with the Provincials Supply Chain Coordinator (SPS) and WHO Pemba sub office Logistics Assistant, to be able to respond to the designed preparedness and response plans, including site visits.
  • Support the development of a logistic plan and the protocols linked to the provincial’s response plans.
  • Track the pipeline, identify gaps and needs to help decision making for in-provinces prioritization for the response in case of public health emergencies
  • assisting in the monitoring of incoming supplies for the response to other public health emergencies
  • Assist in the update of the provincial forecasting/quantification tool for the response to other public health emergencies
  • Help to identify, propose and support the implementation of a selected Stockpile Management System at provincial and district level.
  • Conduct any other tasks/assignment authorized by WHE cluster and WR.

Education

Essential: Certificate in pharmacy and having logistic and supply management trainings.

Experience

Essential:At least 1-year experience in drugs, supplies and logistics management at provincial or district level. Previous work in health emergencies will be an asset.

Desirable: Working experience with WHO or other international NGO in this regard would be an asset

Languages:

Portuguese: Excellent knowledge;

English: Good knowledge

Other Skills (e.g. IT):

Good computer skills (Word, Excel, Power Point).

Level: G6

Duration: Six months and possibility of extension based on the performance and availability of funds.

Duty station: Pemba, Cabo Delgado
