Norwegian Refugee Council (NRC)

The INGO Forum Coordinator is a senior-level professional with extensive experience in advocacy, communication, management, and coordination roles. The role requires strong interpersonal skills to build relationships with forum members and external actors, as well as capabilities in communication, facilitation, negotiation, and mediation.

The coordinator will represent the forum in coordination spaces, In bilateral encounters and strategic events and other fora, ensuring cohesive verbal and visual representation of member organizations.

 

This position is hosted by the Norwegian Refugee Council (NRC) and serves the Steering Committee of the INGO Forum. The role is key for the INGO Forum’s efforts to address humanitarian and development issues in Mozambique with particular focus on access, advocacy and enhanced coordination. The coordinator will facilitate strategic planning, advocacy, and coordination among forum members, ensuring effective collaboration and representation of the forum’s interests nationally, at regional and international levels. As a hosted position, the coordinator will operate within NRC’s organisational framework while maintaining independence to support the Coalition’s objectives.

What you will do:

implementing and coordinating the work of the INGO forum, in matters such as Advocacy, Access, Localisation and more. The role also entails representing the forum in country providing INGO contributions to support and enhance coordination efforts.

General Responsibilities:

  • Follow up and finalize the formal registration of the INGO Forum, to allow it to apply independently for funding
  • Leading INGO Engagement in the Humanitarian Reset
  • Convene INGOs to develop key positioning and proposals for a reimagined humanitarian architecture in Mozambique
  • Convene with NNGOs platform to ensure alignment
  • Engage with the HC and UN agencies to ensure adequate consideration and involvement of I/NNGOs in the process, including support for facilitating workshops and think-ins
  • Facilitate coordination among INGOs, national NGOs, and the Humanitarian Country Team (HCT)
  • Represent NGO positions in high-level and global fora
  • Serve as a focal point for engagement with UN agencies, donors, and government counterparts
  • Strategic Engagement and Advocacy
  • Lead collective advocacy on humanitarian issues, such as access, principled humanitarian response, and security
  • Support to Local Actors
  • Strengthen outreach to national NGOs and CSOs, advocate for their inclusion in coordination mechanisms, and ensure capacity-building and coordination

Critical interfaces:

  • Engagement with key stakeholders to promote improved humanitarian and development responses.
  • Coordination with national coordination mechanism and NGOs.
  • Coordination with UN agencies, donors, and other decision-makers.
  • Collaboration with forum’s host organisation and country teams.

 

What you will bring:

Generic professional competencies:
  • Advanced degree in a relevant field.
  • At least 6-10 years of experience in humanitarian programming, with at least 6 years of experience
  • in country programme senior management.
  • Strong communication, inter-personal, facilitation and diplomatic skills, including the
  • professional credibility to provide coordination and advice to a multi-agency forum.
  • Prior experience with humanitarian and/or NGO coordination essential, preferably in
  • conflict settings. Previous experience with directly coordinating NGO networks or
  • sectors/clusters strongly preferred.
  • Knowledge and understanding of the UN system, humanitarian coordination architecture, and
  • humanitarian principles essential.
  • Experience in representation in senior-level coordination mechanisms (HCR, IASC, etc), as well
  • as with governments, donors, and UN agencies.
  • Experience of partnership work, especially working with community-based organizations.
  • Documented results related to the position’s responsibilities.
  • Fluency in English and Portuguese
Context/ Specific skills, knowledge and experience:
  • Experience from working in NGOs in Mozambique
  • Knowledge of the legal system in Mozambique
  • Familiarity with key actors in the humanitarian response within the country.
  • Proven ability to analyse information and draft advocacy messages.
What we offer:
  • Duty station: Maputo, Mozambique
  • Contract duration: Till end of March 2026 (extendable upon funds availability)
  • Travel: 15%
  • Salary/benefits: grade 9 on NRC’s International salary scale (USD 5,189).
