Karingani Game Reserve (KGR)

Community Liaison  officer

Karingani Game Reserve (KGR) is a large private game reserve (150,000 ha) in southern of Mozambique. We are looking for a Community Liaison officer (CLO), passionate and experienced, to join our team and work with the communities surrounding Karingani Game Reserve within district of Massingir district and post administrative of Mapulanguene, district of Magude. The CLO will act as a vital link between KGR and the communities, fostering positive relationships and facilitating communication and will report to the Community Development Manager.

  • Location: Massingir, Gaza-Mozambique
  • Duration of Contract: Long term

i. Main tasks:

Leadership in Community Upliftment Strategy:

  • Serve as the on-the-ground leader in delivering and managing Karingani’s community upliftment strategy, focusing on neighboring areas adjoining the Karingani Game Reserve.

Liaison and Relationship Management:

  • Act as the primary liaison and relationship manager for neighboring communities, establishing productive relationships with leadership councils and community members to foster positive engagements with Karingani and ensure expectations are managed.
  • Set the foundations for a sustainable community and livelihoods restoration programs.

3.     Stakeholder Engagement:

  • Build and manage strong relationships with key stakeholders, including community leaders, and similar entities, to support Karingani’s community strategy and initiatives.
  • Liaise with NGOs that may be engaging with community and engage in dialogue with NGOs perceived as both supportive and a threat
Data Tracking and Needs Assessment:
  • Collaborate with communities to consistently track local profiling data, identifying key needs and development opportunities (e.g., census profiling, education, economic, and livelihood data) as well as ensuring timely responses to community needs and that the community is informed about KGR’s activities.
Monitoring and Evaluation:
  • Develop Key Performance Indicators (KPIs), monitor and collect data, evaluate community-related activities, and report findings to stakeholders to ensure transparency, accountability, and project efficacy.
Communication and Coordination:
  • Establish and maintain connections with internal stakeholders and local government authorities, ensuring clear communication and coordination regarding community affairs, including raising awareness on fire mitigation and human wild conflicts
  • Manage grievances and provide a visible and trusted liaison for any concerns relating arising from the communities
  • Communicate consistently and effectively with community members, providing access to relevant information and engagement opportunities both in writing and verbally.

7.     Documentation:

  • Maintain accurate records of community engagement activities, feedback and communication
Additional Responsibilities:
  • Undertake any other activities related to community relations delegated by management.

ii. Tasks Pertaining to Southern Expansion:

Community Interaction and Dialogue:

  • Conduct ongoing interactions with communities within the area of interest of the reserve expansion, maintaining permanent dialogue.

Negotiation and Compensation:

  • Negotiate deal points and compensation arrangements with communities within the area of interest for reserve expansion.

Risk Identification:

  • Identify and anticipate potential risks to reserve relationships with neighboring communities.

Action Planning and Delivery:

  • Implement actions and programs from the reserve to communities based on previously established community obligations and commitments.

Census Preparation:

  • Prepare a comprehensive census in communities identified as areas of interest for reserve expansion, outlining their tangible and intangible assets including burial sites, sacred places, etc.

Qualifications and Skills:

  1. Degree in social sciences, business administration/economics or related area.
  2. A minimum of 5 years’ experience in community development practice, in south region, especially in the southern region of the country
  3. Management and/or coordination experience with stakeholder engagement.
  4. Fluent in Portuguese; English and Changana.
  5. Strong interpersonal effectiveness, communications, writing, and editing skills.
  6. Ability to make oral presentations for large/small groups of people
  7. Relationship building: Ability to establish trust and partnership with diverse community members, leaders and stakeholders
  8. Conflict resolution: Skill in mediating disagreements and finding mutually agreeable solutions.
  9. Sensitivity to cultural differences and the ability to interact effectively with people from diverse backgrounds.
  10. Genuine understanding and compassion for community needs and concerns.
  11. Ability to work in remote areas
