Position Description

FHI 360 is seeking a Maternal, Neonatal and Child Health Technical Advisor for the EpiC project to be implemented in the provinces of Nampula and Zambezia, focusing on improving maternal, neonatal, and child health outcomes, immunization, and nutrition (MNCHIN) by increasing the use of and access to high-quality services. The Technical Advisor will be responsible for overseeing all clinical activities in health facilities and communities, including supporting the government and other partners to implement mentoring, guidance, and supportive supervision, particularly for high-impact, lifesaving practices and interventions; ensuring quality in training initiatives and care delivery by community health workers (APS) and other providers at the community level; supporting the capacity building of local government to take on clinical supervision to ensure quality of care for MNCH activities.

The position will be based in the city of Quelimane, Zambezia, and will report to the Project Technical Director.

Accountabilities

Provide technical expertise and supervision in the implementation and monitoring of MNCH service quality interventions at the health facility and community level;
Works with government counterparts to develop their capacity to conduct MNCH clinical supervision using approved standards and tools in a timely and cost-effective manner;
Supervise a team of technical project staff and ensure that MNCH activities are appropriately delegated within the project and coordinated with provincial and district government staff;
Serve as the primary point of contact for provincial-level MNCH technical working groups. The Advisor may delegate participation to team members as appropriate;
Lead the synthesis of MNCH monitoring data for health facilities and communities’ indicators and develop responsive programmatic activities or course correction, for review and approval by the Team Leader and Project Director as well as provincial government leadership;
Contribute content on MNCH related activities and participate in the development of work plans, quarterly and annual reports, financial reports, and any other reports required by the U.S. Department of State’s Office of Foreign Assistance;
Collaborate with other technical advisors at HQ and country level to ensure that activities are integrated, aligned, efficient, and comprehensive.

Required Qualifications

Master’s degree or its equivalent in a clinical field, public health, or other relevant areas;
Clinical training, preferably as an MCH nurse, obstetrician/gynecologist, pediatrician, or nurse specializing in neonatal and child health;
At least 8 years of experience in MNCH+N and public health programs;
Experience in supervisory positions leading junior and support staff, and provision of supportive supervision and conducting staff performance evaluations;
Proven experience working with the Ministry of Health (MISAU) and knowledge of national and provincial health systems (Zambezia and Nampula especially);
Demonstrated ability to build and maintain effective working relationships with government staff and community stakeholders;
Fluency in Portuguese required. Preference for strong interpersonal and oral presentation skills in English;
Ability to work independently and manage a high-volume workflow;
Excellent oral and written communication skills;
Excellent organizational and analytical skills.

Compensation

The expected hiring salary range for this role is USD 51,825 – 65,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
