CCL Global is seeking for a Permit to Work Coordinator for a Client who is an Oil&Gas Operator in Mozambique.

Single in-country point of accountability for management and continual improvement of the Well Delivery (WD) Mozambique wide Permit to Work management system. This PTW Coordinator plays a critical role in WD achieving and maintaining Operational Excellence and attaining its business plan by ensuring that all work is completed safely, responsibly, and on time and budget. The PTW Coordinator will directly manage the Logistics PTW procedure, and will enable and assure that Wellsite and Civils PTW procedures controlled by WD’s Service Providers are effectively delivered and continually improving.

The purpose of this is to Safely Deliver Quality wells and to personally contribute to Mozambique skills transfer.

 

Responsibilities

  • Steward a healthy safety culture that demonstrates consistent operational excellence and continuous improvement
  • Monitor and communicate the flow of WD Mozambique wide work including interdependencies and SIMOPS
  • Deliver all aspects of the Logistics PTW program including permit preparation, approval, issuance, suspension and closure
  • Enable and assure that Wellsite and Civils PTW management systems controlled by WD’s Service Providers are effectively delivered
  • Lead regular communication and alignment between all Coordinators (i.e., Production Operations, & WD)
  • Own and maintain the WD wide PTW office including its permit log and board, and SIMOPS register
  • Collaborate with the work force to ensure requirements for safe execution of work are clearly understood and adhered to
  • Confirm that a Job Safety Analysis is prepared for all Logistics activities and ensure that identified precautions are applied
  • Act as secretary for Logistics permit meetings and participate in handover, TBT, safety, risk assessment, and performance meetings
  • Keep proper records of all open, suspended and closed Logistics permits and associated certificates
  • Coordinate PTW training and coaching of all Logistics PTW system users verifying their competency
  • Check that all isolation certificates have been correctly completed and verified by a second party and own the isolation register
  • Control Electrical and Mechanical Lockout, Tag Outs and Inform personnel regarding reinstatements
  • Promptly report all hazards or incidents and assist in incident investigations and resultant action close outs
  • Coordinate with the company´s Operations in executing all shutdown and tie-in activities
  • Own the PTW aspects of the WD Assurance Plan conducting PTW and LOTO audits ensuring system effectiveness and compliance
  • Monitor WD wide PTW and Activity Plan progress storing relevant data and collating and issuing regular performance reports

 

EDUCATION/EXPERIENCE/Qualifications

  • Minimum 7 years’ experience in a site based oil and gas operational role, and 2 years as a PTW coordinator
  • Degree in Engineering or equivalent technical qualifications
  • Safety certification highly valued (e.g., NEBOSH)

  • Ability to train, coach and mentor personnel including achieving nationalization objectives
  • In-depth understanding of multinational work forces, and the ability to observe/manage human factors
  • Competent as incident investigation team member including implementation of RCA, Human Factors, and Just Culture concepts
  • Resilient under pressure and adaptable in fast changing environments remaining positive, and cheerful during adversity
  • Excellent written and verbal communication skills
  • Management system design, implementation and continual improvement in accordance with recognized international standards
  • Development and delivery of operational Activity Plans
  • Independent problem solver who regularly demonstrates inception and results through a pragmatic approach
  • Skilled in Microsoft Excel & Word
  • Must be fluent in English and proficiency in Portuguese is highly valued
