Job Description
Job Summary:
The Project Manager (PM) will provide overall leadership, day-to-day management, and coordination of staff and partners to ensure high-quality implementation of an ECHO-funded project focused on Water, Sanitation and Hygiene (WASH), Shelter, and Protection. The PM is responsible for achieving project objectives on time and within budget, in line with donor requirements, CARE programming principles, and relevant technical standards. The role includes strategic representation with donors, government authorities, and partners, strong oversight of program quality, and effective team leadership.
Responsibilities and Tasks #1: Staff Management and Supervision (20%)
- Recruit, supervise, coach, and support project staff and consultants.
- Provide clear leadership and foster a collaborative, inclusive, and high-performing team culture.
- Lead performance management processes, including work planning, ongoing feedback, and performance appraisals.
- Ensure all staff have clear individual work plans aligned with project objectives and donor requirements.
- Support staff capacity development, mentoring, and learning
Responsibilities and Tasks #2: Activity Planning and Project Implementation (30%)
- Lead detailed project planning, including annual and quarterly work plans and implementation schedules.
- Ensure timely and high-quality implementation of WASH, Shelter, and Protection activities in line with approved proposals and budgets.
- Coordinate closely with partners, local authorities, and other stakeholders to ensure complementarity and avoid duplication.
- Ensure cross-cutting integration of gender equality, protection mainstreaming, accountability to affected populations (AAP), and conflict sensitivity.
- Contribute to emergency preparedness and, where relevant, emergency response in line with CARE protocols.
Responsibilities and Tasks # 3: Technical Quality Assurance, Monitoring, Evaluation, and Reporting (20%)
- Ensure activities meet recognized technical standards and best practices in WASH, Shelter, and Protection.
- Oversee the design and use of project indicators, MEAL plans, and data collection tools to track progress and inform decision-making.
- Lead regular project review and reflection meetings to assess progress, address challenges, and document lessons learned.
- Ensure timely, accurate, and high-quality donor reports (monthly, quarterly, and final), in compliance with ECHO requirements.
Responsibilities and Tasks # 4: Administrative, Financial, and Compliance Management (25%)
- Ensure full compliance with donor rules and CARE policies and procedures.
- Manage project budgets, including regular budget reviews, forecasting, and expenditure tracking.
- Recommend and manage budget realignments, no-cost extensions, and contract amendments as required.
- Coordinate and oversee sub-grant agreements and ensure partner compliance.
- Oversee procurement planning, asset management, and implementation of audit recommendations.
Responsibilities and Tasks # 5: Representation and Coordination (5%)
- Serve as the primary representative of the project with ECHO, government counterparts, clusters, and coordination fora.
- Build and maintain strong relationships with key stakeholders, including humanitarian actors and civil society partners.
Experience/ Technical Skills
- Bachelor’s degree in WASH, engineering, environmental health, shelter/housing, protection, humanitarian studies, social sciences, or a related field, or an equivalent combination of education and work experience. Master’s degree in a relevant humanitarian or development discipline.
- At least five (5) years of progressively responsible experience in humanitarian project management.
- Demonstrated experience in WASH, Shelter, and/or Protection programming, preferably in emergency or early recovery contexts.
- Proven experience managing donor-funded projects (ECHO experience strongly preferred).
- Experience supervising multidisciplinary teams and managing partner relationships.
- Strong budget management and compliance experience.
- Proven skills in program planning, development, analysis, and adaptive management.
- Fluency in English and Portuguese languages (both speaking and writing).
