Project Summary
Funded by the World Bank under the regional EAGER initiative and implemented by Mozambique’s National Youth Institute (INJ), the two year “Eu Sou Capaz” program will be implemented in 12 districts in southern Mozambique. The program aims to reduce school dropout and early pregnancy among girls by addressing social norms, improving access to education, and enhancing girls’ empowerment. Key activities include distributing school uniforms, bicycles, and menstrual hygiene kits; providing life skills training in Safe Spaces for out-of-school girls; engaging community leaders and partners through awareness and behavior change campaigns; and supporting identity registration through Citizenship Fairs. The project will manage community-level implementation, including recruiting and managing a network of local mentors and facilitators, coordinating awareness efforts, and ensuring robust monitoring and evaluation.

This position is contingent upon donor funding awarded to FHI 360 and will be based in Mozambique.
Role Description
The Team Leader will oversee the design and execution of all community engagement and girls’ empowerment activities under the Eu Sou Capaz program. The Team Leader will manage the project team, ensure compliance with technical standards, liaise with INJ and other stakeholders, and lead strategic planning, coordination, and quality assurance for project deliverables.
Education
- Bachelor’s Degree or its International Equivalent in Management, Anthropology, Sociology, Psychology, Pedagogy, Public health or a related field.
- Project Management (PM) Certification preferred.
Experience & Skills
- 10+ years of relevant experience in leading, designing and implementing programs focused on youth and/ or girl empowerment, community engagement, education or related areas, in Mozambique.
- 10+ years’ experience with project management principles and practices (including 5+ years of line management experience).
- Deep knowledge of the institutional, social and cultural reality of Mozambique
- Proficient with applicable rules, regulations, and policies associated with international development and non-governmental organizations (NGOs).
- Demonstrated experience in multi-sector project management and implementation.
- Demonstrated strategic planning, staff development and capacity building experience.
- Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international in scope.
- Must be able to read, write, and speak fluent English and Portuguese.
- Experience operating in insecure environments.
- Experience working in a non-governmental organization (NGO).
Typical Physical Demands
- Typical office environment.
- Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
- Ability to sit and stand for extended periods of time. Ability to lift/move up to 5 lbs.

- Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.
