The diplomatic mission is strengthening its strategic engagement and development cooperation efforts, with a focus on resilience, climate change adaptation, community and institutional development, and local economic development.

The National Programme Officer (NPO) will support the identification of priorities and the development of sustainable programmes and partnerships, working with relevant stakeholders and contributing to policy dialogue and institutional engagement.

Offer:
  • 1-year fixed term contract, renewable with 2 years fixed term contract.

Responsabilidades
  • Supports the Representation in the development and implementation of its cooperation initiatives and contributes to the achievement of their intended outcomes.
  • Responsible for a portfolio of projects and, in close collaboration with the line manager, follows up on their implementation, monitors operational and financial processes, and maintains effective working relationships with implementing partners, stakeholders and other relevant actors.
  • The NPO also contributes to policy dialogue, participates in relevant coordination forums at local and national levels, and provides context analysis and advice to the Representation on relevant developments and policies within the assigned areas of responsibility.
Qualificações
  • Proven experience in developing and managing development programmes and projects, preferably in one or more of the relevant areas of intervention
  • Fluency in written and spoken English and Portuguese
  • Excellent organisational and prioritisation skills, with the ability to work systematically and manage multiple priorities
  • Strong cross-cultural, networking and interpersonal skills, with the ability to engage effectively and diplomatically at all levels, including communities, partners and government entities
  • Willingness to undertake regular field visits to rural or hard-to-reach project sites, approximately 4–5 times per year, including in northern Mozambique.
  • Master’s degree in a relevant field such as Development Studies, Economics, Environmental Studies, International Relations, Public Policy, Management or a related field
  • At least 8 years of experience in managing development projects and programmes
