Terms of Reference: NCDI Poverty Network PEN-Plus Regional Technical Advisor (Southern Africa Sub-Region)

NCDI Poverty Network & PEN-Plus: The NCDI Poverty Network was established in December 2020 with the goal to prevent and reduce the death and suffering of children and young adults doubly afflicted by extreme poverty and noncommunicable conditions. The NCDI Poverty Network supports the development, pilot and scale of innovative service delivery models to effectively decentralize interventions for prevention and management of NCDIs affecting the poor. PEN-Plus is a strategy to enable mid-level providers (nurses, clinical officers, etc.) to lead outpatient care for severe chronic NCDs affecting young individuals (for example, type 1 diabetes, advanced rheumatic heart disease, and sickle cell disease) at first-level referral facilities in an integrated fashion. In collaboration with the World Health Organization, PEN-Plus will build upon and strengthen the WHO Package of Essential NCD Interventions (WHO PEN) for primary health centers.
PEN-Plus Technical Advisor for Southern Africa Region – Role & Responsibilities:
The NCDI Poverty Network PEN-Plus Regional Technical Advisor for Southern Africa will be responsible for coordinating and supporting PEN-Plus activities of the NCDI Poverty Network in the region. These responsibilities include:
- Provide routine on-site technical support to PEN-Plus implementation sites in countries in the sub-region, including PEN-Plus projects in Mozambique, Tanzania, Zambia, and Zimbabwe
- Review, advise and support implementation of the PEN-Plus package in the following technical components:
- Clinical care delivery
- Training and mentorship
- Supply chain and equipment management
- Information systems
- Assessments and evaluations, including research initiatives
- Project and budget management
- Internal and external communications
- Provide regular virtual technical support to the on-site PEN-Plus team with weekly calls and ad hoc support
- Coordinate regular communication with the Mozambique NCDI Poverty Co-secretariat, Harvard NCDI Poverty Co-secretariat, global PEN Plus working groups, and NCDI Poverty Network Steering Committee
- Consolidate and represent PEN-Plus activities from the Southern African subregion
- Engage with PEN-Plus leaders and teams in other regions (East Africa, West Africa, South Asia) to support PEN-Plus standardization and codification, contextual adaptations, technical and training, and sharing of best practices
Logistics & Expectations:
- This position will report to the Network Co-Chair and be based at the NCDI Poverty Network Co-secretariat at Universidade Eduardo Mondlane in Maputo, Mozambique.
- The position will require up to 50% travel in the sub-region with approximately two weeks per quarter on-site at each PEN-Plus implementation site. All travel expenses will be covered.
- Daily communication with supervisor at the NCDI Poverty Network Co-Secretariat, weekly communication with technical PEN-Plus leads, and regular attendance of team meetings with the Mozambique and Harvard Co-secretariats.
Position Requirements:
- Bachelor’s Degree in Medicine with Specialty in Family Medicine or Internal Medicine or equivalent
- Minimum 5 years of experience in rural setting
- A master’s or doctoral degree (PhD) in one of these subjects will prove to be extremely beneficial (Completed or in course)
- Strong clinical background in rural health care settings. Experience with management of non-communicable diseases is preferred.
- Extensive experience in project management and implementation of clinical programs in rural settings.
- Strong English and Portuguese communication skills, both written and oral. Fluency in major languages within the sub-region is a plus.
