Helen Keller Intl works to combat the causes and consequences of blindness, poor health, and malnutrition. In Mozambique, Helen Keller implements programs in nutrition, health, and resilience, requiring robust systems of monitoring, evaluation, research, and learning (MERL). The MERL Officer will play a pivotal role in strengthening evidence-based decision-making by ensuring reliable data collection, rigorous analysis, and adaptive learning processes.

Purpose of the Position
The MERL Officer will provide technical expertise in the design, development, and implementation of M&E tools, systems, and programs. They will ensure high-quality data collection, timely reporting, and strong means of verification across all project activities. The officer will also contribute to institutional learning and adaptive management by applying critical thinking and analysis to program performance data.

Scope of Work

The MERL Officer will:

  • System Development – Design and operationalize monitoring and evaluation tools, frameworks, and databases.
  • Data Quality & Verification – Ensure accuracy, reliability, and integrity of reported data, with clear documentation of means of verification.
  • Capacity Building – Train field teams, government counterparts, and partners in MERL systems and processes.
  • Reporting & Learning – Generate analytical reports, dashboards, and learning briefs to inform decision-making.
  • Research & Adaptation – Support operational research and facilitate adaptive learning cycles based on evidence.

Deliverables

  • Comprehensive M&E framework and tools tailored to project needs.
  • Verified, accurate, and timely reporting datasets with supporting documentation.
  • Quarterly and annual MERL reports with actionable insights.
  • Training sessions and capacity-strengthening workshops delivered.
  • Contributions to learning events and program reviews.

Position Summary

The MERL Officer will ensure that Helen Keller Intl Mozambique maintains high-quality monitoring, evaluation, research, and learning systems. The officer will contribute to evidence generation, program accountability, and adaptive management by developing M&E tools, validating data with means of verification, and applying critical thinking to performance analysis.

HKI uses SurveyCTO and STATA for quantitative data collection, for which the MERL officer is expected to support the use and data validation.

Core Responsibilities

1. Monitoring & Evaluation Systems

  • Design, pilot, and refine M&E tools (quantitative and qualitative).
  • Develop digital data collection systems (SurveyCTO, ODK, DHIS2, etc.) and oversee their implementation.
  • Establish baselines, targets, and performance indicators.

2. Data Quality & Verification

  • Lead regular data quality assessments (DQAs).
  • Maintain structured means of verification (MoVs).
  • Conduct spot checks and field verifications.

3. Reporting & Learning

  • Produce high-quality reports, dashboards, and presentations.
  • Translate data into actionable insights.
  • Support project evaluations and special studies.
  • Document lessons learned and best practices.

4. Capacity Building & Support

  • Train staff and partners on MERL methodologies.
  • Provide mentorship to field-level data collectors.
  • Strengthen government systems by aligning with national platforms.

5. Research & Adaptive Management

  • Support operational research.
  • Apply critical thinking to identify trends and gaps.
  • Ensure integration of gender, equity, and inclusivity in MERL activities.

Core Capabilities & Competencies

  • Strong expertise in design and implementation of M&E systems and tools.
  • Ability to manage large datasets and conduct statistical analysis.
  • Excellent critical thinking and problem-solving skills.
  • Experience with digital data collection and visualization software.
  • Strong facilitation and training skills.
  • Collaborative approach with multi-sectoral teams and partners.
  • Strong communication (English and Portuguese).

Qualifications

  • Master’s degree in Monitoring & Evaluation, Public Health, Statistics, Development Studies, or a related field.
  • At least 5 years of progressive experience in MERL in international development programs.
  • Proven expertise in M&E framework design, data quality assurance, and reporting.
  • Command of statistical software (STATA, SPSS, and database management).
  • Experience in donor-funded projects (UNICEF, EU, etc.).
  • Demonstrated ability to apply critical thinking in data interpretation.
  • Experience working with government health/nutrition information systems is an advantage.

Scope of Authority

The MERL Officer will work under the supervision of the Program Manager and in close collaboration with our project implementation teams. The officer will have authority to review and design MERL protocols and tools, conduct data verification, and propose evidence-based program adjustments. No direct budget authority but may provide technical inputs for MERL-related budget lines.
