Food for the Hungry (FH)

FH is seeking an experienced Country Finance Operations Manager, who will will provide overall leadership for the Financial Accounts function within the programs, the budgeting and Reporting function. He/she will be responsible for ensuring best-in-class financial controls and management for the program– including capacity building; implementing efficient & effective processes; improving and ensuring compliance with internal control systems. S/he will ensure that Mozambique Financial requirements and procedures comply with the FH’s policies, donor requirements as well and the Government of Mozambique laws and policies. The Country Finance Operations Manager is a member of Country Senior Leadership Team (SLT) and participates in regular SLT meetings according to the SLT charter and schedules and is in general responsible for overall financial management and compliance. and:

  • A vibrant personal relationship with Jesus Christ, a Christian commitment to serving the poor, and in full agreement with FH’s Christian beliefs.
  • Must have a degree in Business Administration (Accounting) or Bachelor of Commerce (Accounting) from a recognized and certified institution or university. A master’s degree is an asset.
  • Minimum of 6 years of management experience in a corporate, audit firm or an INGO environment, of which three years at a top management level within a finance department.
  • Professional accounting qualifications such as CA, CPA, ACCA, or other equivalent qualifications will be a plus.

What you’ll do…

As the Country Finance Operations Manager, some of the responsibilities will be:

  • Cultivate and maintain an expertise on the rules and regulations of various donors and provide guidance in the area of donor compliance.
  • Maintain current knowledge of local government requirements related to financial matters and ensure compliance with tax regulations and other legal requirements.
  • Review payments and ensure they follow FH requirements before their approval by the Country Director
  • Perform regular checks of FH’s accounting activities in all its field offices, including monthly reviews of financial transactions to check for appropriate documentation, correct account assignment and approvals;
  • Supervise monthly financial closing process in Microsoft Dynamics (review, upload and post monthly journals);
  • Ensure that, on a monthly basis, key balance sheet accounts reconciliations are completed on a timely basis and that country standard report and supporting data are reviewed and produced on a monthly basis;
  • Consolidate monthly financial reports to provide project managers with timely reports on fiscal health, including revenue/expenditure reports, expense reports by grant and budget variance report.
  • Monitor monthly cash flow, and work with program staff and others to better estimate cash needs.
  • Monitor and assess cash levels in country offices vis-à-vis spending plans, contractual commitments, etc. to ensure sufficient operational funds are available, and vendor and labor payments are made promptly upon receipt of necessary justification documentation.
