Contract Engineer

Our client, a major Oil & Energy company, is seeking a Cost Estimator for work on permanent position in Maputo, Mozambique.

The professional will deliver and maintain standard, consistent, and realistic cost estimates reflecting the assessed risk parameters for the Company and/or Project.

Responsibilities

• Utilize cost methodologies and tools to produce cost estimates.
• Incorporate project complexity factors into project estimates and assemble key input data such as project objectives, scope, and economic analysis.
• Formulate and validate methodologies for deriving quantities from design parameters.
• Manage reviews and audits of cost estimates.
• Benchmark against historical performance, industry norms and established KPIs.
• Assess prospect scope and develop consistent, high level conceptual estimates (Type-0/1), prospect scope and main components to develop consistent “building block” estimates (Type-2) for each concept under consideration, and development of detailed cost estimate (Type-4)
• Utilize Technical, Economical, Commercial, Organizational & Political (TECOP) profile to establish appropriate deterministic cost contingency (including knowledge and experience in Risk Modeling);
• Translate the identified project scope and engineering deliverables into the estimate of capital and operating expenditure costs.
• Estimate composed of detailed MTOs matched with detailed pricing and construction unit hours.
• Identify areas of uncertainty and apply appropriate allowances (based on O&G practices / Sub-Saharan Africa Benchmarks).
• Incorporation of project actuals to date/pricing schedules and detailed MTOs matched with detailed pricing and construction unit hours for to-go costs.
• Being able to provide reconciliation of purchase requisition estimates vs tender pricing, including analysis of the inclusion and exclusion of rates vs. estimates considered at the conceptual level.
• Manage Estimating Data (establish process to collect actual cost performance, condition and normalize data for future use, metrics, etc.).
• Benchmarking of Estimates (develop benchmarking packages).

Qualifications

• Bachelor’s Degree in engineering and/or Certification as a Cost Estimator.
• Between 8 to 15 years’ experience in lead estimator positions.
• Fluent in English
• Experience in managing small teams and developing trainees.
• Excellent analytical and communication skills.
