About the Role
We are seeking an experienced and highly motivated Head of Operations (HOO) to lead and oversee the operational functions of our Mozambique Country Office. Reporting directly to the Country Director and serving as a member of the Country Management Team, the Head of Operations plays a critical role in ensuring the effective delivery of finance, administration, human resources, information technology, logistics, governance, compliance, and risk management services that support programme implementation.

Key Responsibilities
- Lead and oversee all finance, budgeting, grants management, administration, HR, logistics, procurement, IT, and operational support functions of the Mozambique Country Office.
- Ensure robust financial management, including budgeting, forecasting, financial reporting, cash flow management, payroll oversight, and compliance with organizational and donor requirements.
- Strengthen internal controls, risk management processes, and governance systems to ensure accountability, transparency, and compliance.
- Oversee donor grant financial management, reporting, forecasting, and audit readiness across a diverse portfolio of institutional and private sector funding.
- Ensure compliance with Mozambique legal, tax, statutory, NGO registration, and regulatory requirements, while managing relationships with relevant government authorities.
- Lead procurement, contract management, vendor relations, asset management, and facilities administration to achieve value for money and operational efficiency.
- Manage office security systems and protocols, ensuring compliance with organizational security policies and effective incident management.
- Partner with global and local IT service providers to maintain reliable, secure, and efficient technology infrastructure and information systems.
- Support project design and resource mobilization efforts through the development of project budgets, costings, financial analyses, and donor proposals.
- Monitor partner and project financial performance, providing technical guidance to strengthen financial stewardship and compliance.
- Coordinate external audits and ensure timely preparation, filing, and maintenance of statutory, financial, and donor documentation.
- Lead, mentor, and develop the finance, administration, and HR teams, fostering high performance, accountability, and professional growth.
- Build and maintain strong working relationships with internal stakeholders, donors, auditors, legal advisors, service providers, consultants, and government counterparts.
About You
The successful candidate will be a highly accomplished operations leader with significant senior-level experience overseeing finance, administration, compliance, governance, and operational functions within a complex, multi-stakeholder environment. You will bring exceptional stakeholder management skills, with a proven ability to build and maintain effective relationships with donors, government stakeholders, service providers, and senior leaders, while leading and developing high-performing teams. You will have a strong track record of driving operational excellence, strengthening systems and internal controls, managing organisational risk, and ensuring compliance with donor, statutory, and organisational requirements.
You will possess substantial experience in financial management, including budgeting, grants management, audits, financial reporting, procurement, and resource stewardship, and will be confident providing strategic operational support to senior leadership. Experience managing donor-funded programmes, particularly grants from institutional donors such as USAID, EU, DANIDA, MFA, or similar agencies, is essential, as is experience working within an international NGO or international development environment. A professional accounting qualification and a degree in Finance, Accounting, Business Management, or a related discipline are required. Fluency in both English and Portuguese is essential.
About our offer
The starting gross salary on offer for this role is from USD 59, 340 – 67,740 gross per annum, depending on experience.
Working Conditions
All of our positions are based in one or more of GAIN’s designated offices as stated on our job advertisements. Successful candidates will be based in one of GAIN’s country offices and must have the existing right to live and work within a reasonably commutable distance of the relevant city / cities in which the role is advertised.
